Transport and Logistics Institute
About the Institute
Since 1999, the CRC Transport and Logistics Institute (TLI) had been involved in
policy reform and advocacy work aimed at improving the transport, logistics
and infrastructure sector in the Philippines.
* Aviation Sector: Aims at expanding tourism, trade, and investment
opportunities for the Philippines. At present, the Institute is promoting
greater competition in international air services.
* Maritime Sector: Focuses on the high transport cost as well as the
inefficiencies in port operations which serve as effective trade barriers that
undermine the country's overall competitiveness.
* Infrastructure Development: CRC provides technical assistance to the
Presidential Management Staff and the Pro-Performance System Steering
Committee in monitoring and evaluating the implementation of priority
infrastructure projects in the country.
TLI plays an important role in the debate on key transport policies:
• EO 170 defining the RORO shipping policy
• EO 308 rescinding EO 59 (monopoly of the entire port system by a private
consortium) and defining the policy for North Harbor privatization
• EO 500 liberalizing the air transport service in Clark and Subic

Enrico L. Basilio is concurrently the Executive Director of Transport and Logistics
Institute and Vice President for Finance and Administration of the Center for
Research and Communication (CRC). He also teaches economics at the
University of Asia and the Pacific (UAP). He serves in various public-private
development councils. He is a member of Agriculture Secretary’s Technical
Advisory Group (STAG), co-chair of the infrastructure Working Group of the
National Competitiveness Council (NCC), co-chair of the Export Development
Council Networking Committee on Transport and Logistics, private sector
representative to the NEDA Board – Regional Development Committee,
Chairman of the Infrastructure Committee of the Philippine Chamber of
Commerce and Industry (PCCI) to the National Port Advisory Committee
(NPAC), and Chairman of PCCI’s Foreign Trade Sub-Committee. He is a Fellow
of The Asia Foundation and Atlas Economic Research Foundation and Advisor
to the Board of Trustees of the Industrial Research Foundation. Mr. Basilio
obtained a Bachelor of Arts degree in Economics (minor in Philosophy) from the
University of Santo Tomas in 1985 and Master in Applied Business Economics from
UAP and is currently pursuing his doctoral studies in Public Administration (DPA)
at the University of the Philippines – National College for Public Administration
and Governance (UP-NCPAG).

* CRC co-organized with the DOTC the Strong Republic Nautical Highway
Conference in Cagayan de Oro. President Arroyo and US Ambassador
Kristie Kenney gave the keynote speeches.
* CRC co-organized a series of Infrastructure Conferences with the
Presidential Management Staff. The conferences were attended by
cabinet secretaries, development partners and industry captains.
* E. Basilio chaired the session on infrastructure during the Foreign Direct
Investment Conference organized by the Joint Foreign Chambers.

social dividends, as supported by the data shown below.

For RORO, the economy realized a 40-50% reduction in transport cost. Traffic,
both passenger and cargo, at the western nautical highway grew 5 times. For
example, Roxas-Caticlan RORO route’s traffic increased from 130,000 passengers
in 2003 to almost 700,000 in 2006.
